cl_maxpackets allow the game to send up to 125 packages per second, this will allow the game to send out packages basically un-throttled this lowers the ping shown in-game and increases the hit registration.
Set cl_packetdup higher when your connection has packet loss, 1 means every packet is sent twice, 2 means every packet is sent thrice and so on… The default value is 2. This only increases hit reg on bad / unreliable connections!
rate 128000 means that you allow the game to receive up to 128kbit/s (16kB/s) from the server, which once again improves the hit reg.
